In the Address to the People of Kazakhstan titled "Social and Economic Modernization – The Main Direction of Kazakhstan's Development," the President of Kazakhstan set the task of adopting a five-year national plan to develop students' functional literacy. The main goal of this national plan is to improve the quality of education in Kazakhstan and ensure the systematization and coherence of activities aimed at increasing students' functional literacy. Functional literacy aims to develop students' ability to apply the knowledge they have gained in real life and make decisions independently. This study explores the ways to form functional literacy, its impact on the education system, and its importance in improving the quality of education.
