Ensuring the public administration system of the Republic of Kazakhstan is staffed with innovative personnel is increasingly recognized as one of the key factors in strengthening the country’s strategic stability and competitiveness. The demand within the civil service for professional, forward-thinking specialists who possess modern technological skills and are capable of analyzing complex socio-economic processes is steadily growing. Accordingly, improving institutional and methodological mechanisms aimed at the training, selection, retraining, and continuous development of innovative personnel has become one of the main priorities of the public administration system. Strengthening innovative human resource capacity requires the introduction of new management models, a culture of data-driven decision-making, principles of digital transformation, and change management technologies. At the same time, professional ethics, leadership qualities, strategic thinking, and public communication skills of civil servants form the core of the updated competency framework.This article analyzes national models for ensuring innovative staffing in public administration and examines mechanisms for competency development, offering practical recommendations to enhance their effectiveness.
