FORMATION OF INNOVATIVE COMPETENCIES OF HUMAN RESOURCES FOR THE PUBLIC ADMINISTRATION SYSTEM AND INSTITUTIONAL DEVELOPMENT

The formation of innovative competencies of human resources and institutional development within the public administration system is one of the key prerequisites for enhancing governance effectiveness in the modern era. Global technological changes, digital transformation, and new societal expectations toward the public sector require a reconsideration of the professional profile of civil servants. Innovative competencies—such as strategic thinking, digital literacy, data management, project management, change management, public communication, and ethical responsibility—are becoming the core of a new model of public governance. The development of these competencies is directly linked to the institutional environment, public service personnel policy, the education system, motivational mechanisms, and managerial culture. Therefore, for Kazakhstan, the innovative development of human resources requires modernization of personnel policy, implementation of continuous professional training, improvement of competency assessment systems, and adaptation of international best practices. The article analyzes the theoretical foundations and institutional mechanisms for forming innovative competencies in public administration and examines ways of integrating them into the national governance system.
