The article examines the sphere of circulation of medicinal products and medical devices as an object of public policy through the lens of the key stages of their “life cycle.” Among the available instruments, state control plays a central role, being consistently embedded in the main stages of the “life cycle of medicinal products and medical devices.” Under the current legislation of the Republic of Kazakhstan, the circulation of medicinal products and medical devices is regulated through a set of state-control instruments applied at each stage. However, within the existing legal framework, this regulation often appears fragmented, as systemic linkages between the stages are lacking.
